Real and Legal Zoning is based on the best use of the Land.  Washington County Zoning is based on whose name is on the deed. 
The Washington County Land Use Planning board has been trying to push through Reciprocal Setbacks.

Right now, Turkey Houses (or CAFOs) are not regulated in this county, they can build these 500 foot long buildings anywhere on their property. 

If Reciprocal Setback are passed, the surrounding neighbors can't build on their own property if it is within the Reciprocal Setback - but the CAFO Developer has an exemption and can build their home or other buildings anywhere on the property. 
Max Greene explains what the effect of CAFO Reciprocal setbacks are on a neighbor's property. David Hoar explains that if a CAFO has to set back so far from your home, it is only fair that you not be allowed to build on your own property.
